Standing Rules and Regulations
Alterations or Amendments to the Standing Rules may be proposed by the Board of Directors and submitted for vote to the Membership. The favorable majority vote of members in good standing shall be required to effect any such alterations or amendments.
1. Geographic Areas shall be 3:
EAST: 19 states - ME, NH, VT, MA, CT, RI, NY, PA, NJ, DE, MD, WV, VA, NC, SC, GA, FL, AL, MS + DC
CENTRAL: 18 states - AR, LA, ND, SD, MN, WI, MI, NE, IA, KS, MO, IL, IN, OK, TX, OH, KY, TN
WEST: 13 states - WA, OR, ID, MT, WY, CA, NV, UT, CO, AZ, NM, HA, AK
2. Beginning of each year board shall have a budget in place for that year. All bills or expenditures, unless previously authorized must be approved by vote of the board or Membership with the exception of regular operating expenses [postage, secretarial, newsletter, printer]. All bills must be presented within 6 months or they shall be void.
3. The IR&WS Association Inc., checking account shall have two signatures. The Treasurer and the President signing singly.
4. If feasible, the club shall hold yearly Specialty Show, Hunt Test, and Field Trail until AKC sanctioning. After sanctioning to hold AKC license Events, AKC guidelines [will dictate number of Events.
5. Standing Committees and Duties of same:
A. MEMBERSHIP- Supervise and direct activities of the club in attracting new members, distribute materials to membership as needed. ALL MEMBERS SHALL RECEIVE a complete membership packet as approved by the Board of Directors.
B. STATISTICAN - to accumulate and maintain information on IRWS, but not limited to pedigree Database, Eye Exams, [CERF to Vet. Ophthalmologist], Hips [OFA – Penn-Hip] or any other reports accumulated by Health Committee.
C. WAYS & MEANS - Shall provide and sponsor fundraising activities for the club.
D. EVENTS ADVISOR – Shall be advisor to individuals chairing Shows/Matches/Field Trails/Hunt Test/Obedience/ Agility presented in the name of the Club to assure that the above are held in accordance with Rules and Regulations of the American Kennel Club.
E. AWARDS – Accumulate and tally information for the Annual Awards. Awards and methods of Tally to be approved by Board. The IR&WS Association shall issue Hunt and/or Working Certificates to dogs that have passed IR&WSA Hunt Test or earn a placement in an IRWSA Field Trail, until IRWSA is sanctioned to hold AKC licensed Events.
F. NEWSLETTER EDITOR – Shall publish a newsletter which shall be IRISH RED AND WHITE FORUM. Editor to be appointed by the Board of Directors.
G. BY-LAW COMMITTEE – Oversee, advise, update on club By-Laws.
H. STANDING RULES COMMITTEE – Oversee, advise, update on Standing Rules.
I. CODE OF ETHICS COMMITTEE – Oversee, advise, update of Code of Ethics.
J. EDUCATION COMMITTEE – In charge of arranging judges education, oversee, advise, update educational materials, schedule seminars, approve, recommend presenters for seminars.
K. BREEDER/PUPPY REFERRAL – Referral person to maintain referral listings per guidelines set by board.
L. HEALTH COMMITTEE – to oversee, update and advice on breed health issues. Making recommendation in regards to health issues arising in the breed. Also report and to make recommendation on availability of new health test and the need for such. Furnish all collected data to Statistician for data base.
M. RESCUE – Chairperson to oversee, advice, coordinate all rescues and related issues.
N. WEBSITE – Webmaster to maintain, oversee, update, promote all club website and related issues.
6. Neither the club or any member shall disclose the clubs membership list for any commercial purpose.
7. The Board of Directors shall make full use of allowable electronic communications for conducting business and meetings when possible. Individual Board members should try to have available the access to such allowable electronic communication as in telephone, computer and internet in order to avoid board communication by Postal Service.
8. Board Meetings and Business to be conducted as allowed by California Corporation Code 5122 [6].
